At last the confirmation we have all been waiting for. The EDDC Planning meeting about the supermarket applications (and the proposed changes to the mill buildings and buildings at Otter View, adjacent to Victoria Terrace) will take place on THURSDAY 15TH APRIL AT 2 P.M. IN THE INSTITUTE, YONDER ST OTTERY ST. MARY. Only 130 people will be allowed in and then the doors will close . You have the opportunity to speak for 3 minutes, if you register in advance. TESCO AND SAINSBURY’S PLANS TO BE CONSIDERED SIDE-BY-SIDE

Seconds out for Round 2, as supermarkets go head-to-head in Ottery

THE DATE, time and format of a landmark planning meeting at Ottery St Mary has been announced by East Devon District Council.

A special meeting of EDDC’s Development Management Committee will take place on Thursday 15 April at The Institute in Yonder Street.

Members will consider a new set of rival supermarket proposals from Tesco and Sainsbury’s, as well as other applications submitted by the Churchill Group for retirement homes, renovation of the Town Mill to apartments, and a new apartment block next to Victoria Terrace.

In handling the applications in this way, the Council is following best practice and is following a process that worked successfully when the two supermarket companies were vying for permission at Seaton in 2009.

Tesco want to build a store on part of the former Ottermill Switchgear site in Mill Street. Sainsbury’s want to build a supermarket on an area of land off Hind Street, adjoining the town centre.

Tour of sites

Due to intense public interest in these applications, the Council is expecting a large number of people to attend the meeting and anticipates that a significant number will wish to speak.

Many people have sent in comments and, rather than send each one a notification about the special meeting, EDDC is relying on publicity in the local media and on notices that will be posted in key areas of the town.

In advance of the meeting on 15 April, Members of the Development Management Committee will take a tour of all sites to be debated so they are familiar with them.

In addition to comprehensive guidance and recommendation from officers, they will consider points made by Ottery Town Council, members of the public and representatives of the applicants.

Before the meeting starts at 2.00 p.m., doors will be closed as soon as the 130 public seats have been filled. People will be admitted on a first-come-first-served basis and priority will be given to those who have notified EDDC that they wish to speak.

A public speaking session will be set aside before councillors deliberate about the proposals and this period will be limited in terms of overall length and the time each speaker may have. People will be asked not to repeat points made by previous speakers. Any groups that wish to comment should nominate a single spokesperson.

Those wishing to register should state if they are representing a particular organisation or group, as only one speaker from such a group will be permitted; and also provide contact details such as an e-mail address or a telephone number. They should also state which application they are wishing to speak about, which splits into:

· Town Mill, Mill Street – erection of food store (Tesco)

· Hind Street Cark Park & adjoining land in Hind Street – erection of class A1 food store

  (Sainsbury’s)

· Town Mill, Mill Street – refurbishment of Mill Building to provide apartments

· Land off Mill Street adjacent to Tumbling Weir Hotel – erection of 30 sheltered homes

· Otter View and adjoining car park – erection of 35 apartments.


This information will help the Clerk to order the list for public speaking, which will be restricted to 3 minutes per person.

All requests for registering will be acknowledged by e-mail or telephone, when speakers will be advised of the time they should arrive to ensure they have a seat in the hall.

Please mark your written request clearly OTTERY SPEAKER. The cut-off time for expressing an interest in speaking will be 2.00 p.m. on Wednesday 14 April.

Councillor Paul Diviani, Committee Chairman, said: “We know that there is a great deal of public interest in these proposals and it is only right that people should be able to watch and speak. But the process needs to be dignified and democratic. I will therefore be managing the meeting very tightly in terms of how long people have to speak. Once the public speaking session is over, Members will debate and decide on the applications”.
